The game should allow Gandalf alone to travel to 2 non-special location for 1 travel action (via Shadowfax) even if there's a more direct special route to the second location. Please see the screenshot (icons hidden for better view), which shows the possible locations Gandalf can travel to (via Shadowfax and normal travel).
