The control check is only performed once you submit the action. You won't actually be able to research a level 3 tech without the requisite control.

The same thing happened in my game (Table: 210469584, Move:144). It highlighted the level 3 technology even though I only controlled 2 locations. I did NOT try to research the level 3 technology, so idk if it would have let me. Regardless, it would be good for the level 3 tech to NOT be highlighted as an option if you don't control 3 locations This would be less confusing to the player and it would match the implementation choice for researching technologies via other ways (i.e. when you use an action to research a new technology, it only highlights the ones you qualify for). Thx!

This is marked as not a bug, but reviewing the game in the original bug report, it looks a lot like an actual bug to me. The player was able to use Spacetime Anomaly Studies to actually research a lv 3 tech while only controlling two locations after the associated move.

I also observed this behavior in a recent game (move 133-137 at table #215584179), which sent me searching bug reports before adding a new one. I see two points of commonality between those cases:

-The first is that the player had a colonized system, which was maybe counted as a controlled location in error (though this issue would likely be more widely reported were that the cause).

-The second is that the players moved out of Deep Space in a way such that they would have retained control of Deep Space if it were a controllable location (it's not); if the implementation is tracking Deep Space "control" behind the scenes in the same way it does for systems, that could maybe be the source of the error.

Also happened on game 261503910 to my benefit: had two controls after moving.

I didn't have "control" of either deep space or earth, or any colonies.
