When you plant a card, you can plant a card of the right color at the place where this card is to replace it. So you could say that it's activated when you plant over it.

Is there a bug when planting over it?

It's just unclear from the game design perspective, I can relate. I was wondering how exactly this works and there's no BGG threads about this game because it's not received by Kickstarter backers yet.
There's no bugs but just confusion of how exactly it works. I thought it's different from how it was implemented.
@bennygui, did you ask the publisher if it should work exactly as you implemented?

I did not ask the publisher but I did read all threads on BGG before starting the implementation... And there is a thread where the author confirms how these cards works. It does work like explained in the implementation (well, it should!):

I'll keep this "infoneeded" in case the original author of the bug did find a problem. I'll close it eventually if I receive no response.

The Landscape-Card "Flatland" offers a brown ability to skip a plant-action and discard this card instead with a special effect.
I tried to use this effect, but did not know how to use in this online implementation. Bug? I would be graceful for help.

You do the usual when planting : you select the card but instead of planting in an empty space, you select the terrain card. A big X will appear. You select the Plant button and that's it!

Now i found out: you have to plant "Flatlands" first. Than to use the its brown abitlity you do NOT skip a plant action but plant a card above "Flatlands". Would be really helpful to write in the ?-Text of this card. Thank you. It is a wonderful game. Thank you also for undo options !! Really helpful.

I also planted a card like this and expected it to do its action (instead of planting) however it was simply planted which I don't think is supposed to happen
